5.5 month old short naps

I have a 5.5 month old baby boy who is having difficulty falling asleep.  Before 4 months, I was able to put him in his crib and he would fuss for about 10 minutes and then go to sleep, no crying.  After 4 months, he started to cry every time I left the room.  Around this same time he learned how to roll over so now when he gets really mad he rolls over and it seems to make it worse.  I would go in there and roll him onto his back.  We would play this game several times until he got tired.  Now this doesn't seem to even work. 

I tried the cry it out method for about a week and 1/2 but he ended up just crying for over an hour (checking in every 5-10 min).  After an hour, I would go in and rock him to sleep because I couldn't handle it anymore and knew that he was exhausted.  And after all that, he would only sleep 20-30 minutes.

I am now in the process of trying the 90 minute rule where you put him to sleep after 90 minutes of waking up.  Unfortunately I am still having to rock him.  I try to rock him until he is really sleepy and then put him in his crib but he starts to cry as soon as I lay him down.  So now I have been rocking him to sleep and then putting him in his crib.  Again, he only sleeps 1/2 hour and then wakes up crying.  I go in there and rock him to sleep again, then he sleeps for about another 1/2-1 hour (if I am lucky). 

I would like to get out of the habit of rocking him to sleep (especially since it is starting to really hurt my back).  The problem is that he seems so active even after using the routine of reading a couple of books, singing to him and nursing him.  He seems to know that there is a nap coming and gets agitated.  Even with rocking him it takes about 1/2 hour to get him to sleep. 

I have the same problem getting him to sleep for the night.  Any help would be appreciated.  Thank you.
